Veteran~s Effort Minimaisation By The Babus
Grapevine has it that the bureacracy is advising politicians that veterans~ movement is merely a flash in the pan, aimed at more pension under the banner One Rank One Pension (OROP).
And that ESM are not really interested in SPC as such for the serving soldiers and future of armed forces. All very subtle, clever, and devious - our Babus are the best in the world, at deviousness; the whole world recognises them as such.
Firstly pension is already earned; it is not given or a granted item by a government. Earned pension is a corollary to remuneration pacakage. Therefore this attempt by the bureaucracy to divide the serving and the retired must be countered.

As may be seen above, more and more Courses of NDA and IMA are volunteering to "Report My Signal" for broadcasting your messages to the Veterans all over the world, and ensure that we get Justice for Defence Services.
All of them have promised to do nothing which may be against the ethos of Military Service. But at the same time they promised that would do their utmost to get justice to Defence Services.

Retired soldiers held a rally at UNA on Sunday, 04 May08. About 400 were present.
A press note issued is attached, said memo has following points-
1. Same % increase in pension to all wef from 1/1/ 06 irrespectine date of retirement as iterim measure till one rank one pension happens .
2. Old age increment to start at 70.
3 Msp for PBOR to be Rs 3000.
4. 75 % of pay as pension up to 60 to compensate for ealy retirement.
5. State & central govt to enact laws for emp of early retirees up to 60.
6. Forces rep must on pay panel/ committees / commissions.
7. One rank one pension.
8. Abolish unfair rules applied to calculate pension as it slices down pension mostly of early retirees.

All India Movement of Military Veterans Future Action Plans
Dear Friends,
1. Our Movement has taken forward strides and it is heartening to see the positive response from Veterans through out the country. The impact of the 6th PCR has been so harash and intense that senior officers who hitherto had kept aloof, have joined the efforts with total sincerity. There is need to further strengthen our Movement through effective action plans. For the cause of ESM, we all veterans MUST Unite in thought and action and give a clear signal to the Govt that we will continue our Movement till such time our fair and genuine demands are met.
2. Rally at Jantar Mantar on 07 May 08 under the aegis of IESL was well attended with a clear message to the Govt that ESMs have got together for their just and fair cause and they are no more ready to accept exploitation by the bureaucracy. Dear Gen Satbir,
While your letter is a well prepared note. I must say that we need to really take a more holistic view of the issue. I am not too happy with the way an 'agitation' is brewing. All by ex-servicemen! It gives the impression that we are looking only at our pensionery benefits.
The need is to take a holistic view and disassociate the Armed Forces from the Central Government Pay Commissions. This can only come about if we work on a certain principle without worrying too much about self and our own re-employment - Governor or Cabinet Minister rank position. I am told some former Naval Chiefs are angling for the 5th Star rank! In my view it was a serious blunder on the part of the Air Force to have created the 5 Star rank, that too so many years after retirement and with no immediate provocation. But these are the baubles the Government throws at the services and we lap them up!

Please pardon me if I am being a nuisance with my e-mail messages! I feel strongly that all our efforts should not go waste just because our focus appears to be going off at a tangent. I say 'appears' with all due deliberateness.
What is the fact of the matter? Fewer people are opting for the Armed Forces particularly at the Officer levels.
Why? Private sector offers better cash emoluments and stable life style with options to quit and move on. The government jobs - IAS, IPS, IRS, and other central services offer jobs with 'power and authority' and terms and conditions of service including pay and allowances which are reasonably attractive when combined with the concept of 'power and authority'. They also get pensions. Their welfare schemes are on par with the Armed Forces, if not better. To take an example - the IAS officer wields 'power and authority' right from day one of his service and this authority increases as he goes up. The private sector runs after him................................... |

Armed forces to blame for this state of affairs
I have read several reactions to the recommendations of the pay commission pertaining to the armed forces. I feel there is only one agency responsible for this state of affairs, and that is the forces itself. Over the last 60 years, my fear is that the armed forces have learnt nothing on matters of state and their contribution to it. The mantra today is 'non-performance'. They should carefully look at the track record of self-promoting and enriching politicians who run the country, the bureaucrats whose non-performance and sycophancy has resulted in internal turmoil, with only about 165 districts out of approximately 600 under the influence of the Naxalites/ Maoists, corrupt policemen whose assets can run a parallel economy of the country and other babus obstructing every move to streamline the administration resulting in good governance. This is a true story, adapted from Colonel Rajan's public lament,
a tale typical of every officer and jawan. S.S. Rajan, the son of
an army officer, joined the army with an engineering degree
and was commissioned in the corps of engineers in June 1963,
with his pay at Rs 460 per month. He served in NEFA and later
fought in the Indo-Pak war of 1971. In that war, his vehicle
was blown up, maiming and killing his comrades, but he
was lucky to escape with major injuries. He was recommended
for the Vishisht Sewa Medal on four occasions.
After over 19 years of service, he was promoted to the rank
of lieutenant colonel, whereas IAS and IPS officers
automatically become joint secretaries and equivalent on
completion of 18 years of service or less. Rajan was promoted
to colonel in August 1985 and retired after over 33 years of
meritorious service, when he had a daughter aged 15 and a
son aged 8 to take care of. He received a pension of Rs 9125

1. Brig CS Kamboj who was the convener of the Meeting on 19 May 08 in his emails 083/2008,085/2008 and 086/2008 Report My Signal has clarified your querry.
2. All events already planned will be held as scheduled. 27th May 08 Hunger Strike had already been planned and call given to All Veterans organizations/Veterans throughout the country. All Military Veterans organizations/veterans in order to show solidarity have been requested to join in the effort. However, those organizations who are not comfortable with Hunger Strike could hold any other type of protest. But all must hold the event on 27 May 08.
3. On the suggestions given by Brig Gurmeet Kamal that instead of Hunger Strike, the word "Fast for Justice" should be used, well, the suggestion is good. Organizations may call it "Fast For Justice".

In 2006, a few months after my retirement, I attended an official ESM rally. It was called by Distt Soldiers board, Udaipur and attended by State board Secy, a retd Brig and the local fmn cdr (Brig Cdr). The Secy DSB, a superseded Ex capt (prematurely released), in his speech equated the ESM with fused bulbs! He further clarified that during service, the soldiers have power since they are like bulbs connected to a power source. So they glow. But after retirement this power cord is cut and ESM become fused bulbs.
I took strong objection to this and brought the mental attitude and thought process to every bodies notice incl superior fmn cdrs of AOR udaipur i.e. 12 ** and 12 ***.

This is an appeal from an ex soldier ,who is over 75 years and has no personal interest .This pertains to the pay scale of the servicemen. You know During your lifetime, you must have come across the serial YES MINISTER, which shows quite amusingly the ability of the IAS officer to manipulate statistic to suit his point of view .In the last 60 years or so .the IAS, who saw that the only rival to their supremacy was the Military, has managed to bring down the status of the military to what it is today.

It is a sad fact that due to utter and wilful neglect by the 'Indian State" , many officers want to leave and are NOT allowed to do are kept in the service as a "BONDED LABOUR" , against their will . The MOD has fixed quota that only that may can be allowed to resign . All this is against the "LAW OF NATURAL JUSTICE" . When civilians can leave their service at will and no resignation letters are rejected , why this 'Discrimination' against the military ?
It is intended to go to HUMAN RIGHTS COMMISSION against this gross , wilful , deliberate injustice and violation of affected officers' 'Human Rights' .
It is requested that thro' your contacts , please inform the serving officers who wanted to resign but their resignations were NOT accepted to contact us . We will get them justice thro' legal means a................................... |
